Notice of 2nd Public Hearing On Application for Community Development Block Grant Program

NOTICE OF 2ND PUBLIC HEARING ON APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

NOTICE IS HEREBY GIVEN that on October 7, 2020 at 5:00 p.m., in the Village Office at 224 Main Street, Walthill, Nebraska, the Village of Walthill will hold a second public hearing concerning 15-PW-003, which is a Community Development Block Grant that was awarded to the Village from the Nebraska Department of Economic Development.  These grants are available to local governments for community development activities.  A second public hearing is required for each CDBG funded project to obtain citizen input, comments, or opinions with regard to the program or project performance. 

For 15-PW-003, the Village of Walthill was awarded $250,000 in CDBG Public Works funds of which $229,373.71 was used to renovate the former fire hall into a Public Library and $19,931.86 was used for general administration of the grant, with $694.43 unspent grant administration funds to be cancelled.  The total cost of the project was $519,305.57, which includes $220,000 in matching funds donated by:  DEQ Asbestos grant; Kiewit Foundation;  Tremayne family;  Charter West Bank;  Civic Community Center Financing Fund;  USDA Community Facilities grant;  and Krutz Bennett grant.  This project benefits at least 51% low-to-moderate income persons and no persons were displaced as a result of CDBG activities.

The grant application is available for public inspection at the Village Office located at 224 Main Street, Walthill, Nebraska 68067.  All interested parties are invited to attend this public hearing at which time you will have an opportunity to be heard regarding 15-PW-003.  Written and oral testimony will also be accepted at the public hearing scheduled for 5:00 p.m., October 7, 2020 at the Village Office located at 224 Main Street, Walthill, Nebraska 68067.  Written comments addressed to Kevin Connot, Planner/Developer, at 224 Main Street, NE 68067 will be accepted if received on or before October 7, 2020.
