Utility Emergencies / Non-Emergency Events: noise complaints, nuisance complaints, stranded motorist, burning permissions, keys lock in your car, crimes NOT in progress, trees down, downed utility poles, roads flooding.

Emergencies: fire, accident, medical problems (illness or injury), intruders, to stop a crime, witness a crime, victim of a crime, potential dangerous situations, to save a life.
