VILLAGE OF WALTHILL

July 6, 2022

The regular meeting of the Chair and the Village Board of Trustees of Walthill, Nebraska was held at the Village Office in said village at 5:00 p.m., July 6, 2022.

Present:  Board Chair Michael Grant, Trustees Calvin McManigal and Curtis Boschult.  Trustees Gwen Porter and Aaron Brown were absent from the meeting.  Also present:  Lisa Beaudette, Village Clerk/Treasurer, KayCe Henneman, Deputy Clerk/Treasurer, Fred Appleton, Maintenance Supervisor, Roger Anderson, Maintenance, Paul Wingett, Maintenance and James Randol Sr, Police Officer.  Kevin Connot, Planner/Developer, and Matt Munderloh, Village Attorney, attended via zoom.

Visitors:  Christine Morgan and Waylon Oldman.

Notice of meeting was given in advance thereof by posting in three (3) public places, a designated method for giving notice, as shown by the certificate of posting notice on file at the Village Office.  Notice of the meeting was simultaneously given to the Chair and Trustees and a copy of their acknowledgment of receipt of notice and agenda are on file at the Village Office.  Availability of the agenda was communicated in the public notice.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

Chair Grant called the meeting to order at 5:07 p.m. and made the public aware of the availability of the open meeting laws.

Trustee McManigal made a motion, seconded by Boschult to approve the minutes of the June 8, 2022 board meeting.  Upon roll call vote, the following voted aye:  Grant, McManigal and Boschult.  Nay:  None.  Absent:  Porter and Brown.  Motion carried.

Trustee McManigal made a motion, seconded by Boschult to hire Lucille Big Fire as the permanent part-time Assistant Library Director at a rate of $12.50 per hour for a maximum of 20 hours per week.  Upon roll call vote, the following voted aye:  Grant, McManigal and Boschult.  Nay:  None.  Absent:  Porter and Brown.  Motion carried.

Christine Morgan, Walthill Public Library Board Member, discussed the library’s future planning – no board action was taken.

Kevin Connot, Planner/Developer, gave a community development update.

Land Exchange Agreement with the Omaha Tribe was discussed.  Trustee Boschult made a motion, seconded by McManigal to approve a surveyor to come survey the Village’s property of Lot 3, Recreation Addition, to specify the portion of Lot 3 subject to the agreement with the intent the survey costs would be split between the Village and the Omaha Tribe.  Upon roll call vote, the following voted aye:  Grant, McManigal and Boschult.  Nay:  None.  Absent:  Porter and Brown.  Motion carried.

Trustee McManigal made a motion, seconded by Boschult to approve the Ballfield Rental Agreement with the noted changes.  Upon roll call vote, the following voted aye:  Grant, McManigal and Boschult.  Nay:  None.  Absent:  Porter and Brown.  Motion carried.

Trustee Boschult made a motion, seconded by McManigal to approve the submittal of the USDA Renewable Energy Pilot Program Grant Application in the amount of up to $1.5 million, which will be done in partnership with the developer, Sol System, with the required 20% match being financed initially by the developer and recovered through energy production or savings over time along with authorizing the Chairperson to sign all grant-related documents.  Upon roll call vote, the following voted aye:  Grant, McManigal and Boschult.  Nay:  None.  Absent:  Porter and Brown.  Motion carried.

Fred Appleton, Maintenance Supervisor, gave a Maintenance Department report.

Chair Grant gave a skate park update.

KayCe Henneman, Property Manager, gave an update on the Village’s rental properties.

Discussion was held on the sale of 311 N Little Street;  Resolution #2022-5 was tabled until the next regular board meeting.

The Treasurer’s report for May 2022 was submitted for the Board’s consideration.  Since there were no objections, the report was filed.

The bills were audited and a motion was made by McManigal, seconded by Boschult, to approve payment.  Upon roll call vote, the following voted aye:  Grant, McManigal and Boschult.  Nay:  None.  Absent:  Porter and Brown.  Motion carried.

Chair Grant moved to agenda item #8b – Employment Position Change, where Trustee McManigal made a motion, seconded by Boschult to go into executive session at 6:29 p.m. for Personnel Matters.  Upon roll call vote, the following voted aye:  Grant, McManigal and Boschult.  Nay:  None.  Absent:  Porter and Brown.  Motion carried.

Trustee McManigal made a motion, seconded by Boschult to reconvene the regular board meeting at 6:41 p.m.  Upon roll call vote, the following voted aye:  Grant, McManigal and Boschult.  Nay:  None.  Absent:  Porter and Brown.  Motion carried.

Employment Position Change was discussed – no board action was taken.

James Randol Sr, Police Officer, submitted a written monthly Police Department report.

As there was no further business, a motion was made by McManigal, seconded by Boschult to adjourn.  Upon roll call vote, the following voted aye:  Grant, McManigal and Boschult.  Nay:  None.  Absent:  Porter and Brown.  Motion carried.
