VILLAGE OF WALTHILL

February 1, 2023

The regular meeting of the Chair and the Village Board of Trustees of Walthill, Nebraska was held at the Village Office in said village at 5:00 p.m., February 1, 2023.

Present:  Board Chair Michael Grant, Trustees Gwen Porter and Waylon Oldman with Trustee Aaron Brown arriving at 5:15 p.m.  Trustee Curtis Boschult was absent from the meeting.  Also present:  Lisa Beaudette, Clerk/Treasurer, KayCe Henneman, Deputy Clerk/Treasurer, and Paul Wingett, Maintenance.  Kevin Connot, Planner/Developer, and Matt Munderloh, Village Attorney, attended via zoom.

Visitors:  Sandra Renner.

Notice of meeting was given in advance thereof by posting in three (3) public places, a designated method for giving notice, as shown by the certificate of posting notice on file at the Village Office.  Notice of the meeting was simultaneously given to the Chair and Trustees and a copy of their acknowledgment of receipt of notice and agenda are on file at the Village Office.  Availability of the agenda was communicated in the public notice.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

Chair Grant called the meeting to order at 5:00 p.m. and made the public aware of the availability of the open meeting laws.

Trustee Oldman made a motion, seconded by Porter to approve the minutes of the January 11, 2023 board meeting.  Upon roll call vote, the following voted aye:  Grant, Porter and Oldman.  Nay:  None.  Absent:  Brown and Boschult.  Motion carried.

Kevin Connot, Planner/Developer, gave a community development update.

Trustee Porter made a motion, seconded by Oldman to select Olsson & Associates for the Water System Preliminary Engineering Assessment.  Upon roll call vote, the following voted aye:  Grant, Porter and Oldman.  Nay:  None.  Absent:  Brown and Boschult.  Motion carried.

Trustee Oldman made a motion, seconded by Porter to select Horwath Laundry Equipment’s Business Incubator Laundromat proposal in the amount of $65,652.65.  Upon roll call vote, the following voted aye:  Grant, Porter and Oldman.  Nay:  None.  Absent:  Brown and Boschult.  Motion carried.

No selection was made for the Business Incubator Signage Proposals.  The RFP will be republished and a selection made at the March meeting.

Discussion was held on the Qualified Census Tract Grant, during which, Trustee Brown arrived at 5:15 p.m.

Trustee Brown made a motion, seconded by Oldman to submit a Qualified Census Tract Grant application to apply for $1 million for infrastructure and $1 million for innovative housing.  Upon roll call vote, the following voted aye:  Grant, Porter, Brown and Oldman.  Nay:  None.  Absent:  Boschult.  Motion carried.

Trustee Oldman made a motion, seconded by Brown to write a support letter for the 2023 Building Capacity in Thurston Country with Nebraska Tribes on behalf of Center for Rural Affairs.  Upon roll call vote, the following voted aye:  Grant, Porter, Brown and Oldman.  Nay:  None.  Absent:  Boschult.  Motion carried.

Trustee Porter made a motion, seconded by Brown to submit a Convention and Community Center Financing Fund Grant application to apply for $562,000 for a new community center.  Upon roll call vote, the following voted aye:  Grant, Porter, Brown and Oldman.  Nay:  None.  Absent:  Boschult.  Motion carried.

A Maintenance Department report was given by Paul Wingett, Maintenance.

Trustee Oldman made a motion, seconded by Brown to accept Krumwiede Heating and Cooling’s new heater furnace proposal for the Library and Police Department shared bays in the amount of $3,611.65.  Upon roll call vote, the following voted aye:  Grant, Porter, Brown and Oldman.  Nay:  None.  Absent:  Boschult.  Motion carried.

Trustee Brown made a motion, seconded by Porter to approve a $1.00 wage increase from 2022 for Paul Wingett upon sewer lagoon recertification.  Upon roll call vote, the following voted aye:  Grant, Porter, Brown and Oldman.  Nay:  None.  Absent:  Boschult.  Motion carried.

KayCe Henneman, Property Manager, gave an update on the Village’s rental properties.

The Treasurer’s report for December 2022 was submitted for the Board’s consideration.  Since there were no objections, the report was filed.

Discussion was held on Utility Rate Increase, after which, Trustee Brown introduced Ordinance #2023-2 entitled:

AN ORDINANCE OF THE VILLAGE OF WALTHILL, NEBRASKA TO ESTABLISH REVISED ELECTRIC RATES FOR THE VILLAGE OF WALTHILL MUNICIPAL ELECTRIC SYSTEM

and moved the statutory rule requiring reading on three days be suspended.  Trustee Oldman seconded the motion to suspend the rules and on a roll call vote, the following trustees voted aye:  Grant, Porter, Brown and Oldman.  Nay:  None.  Absent:  Boschult.  The motion to suspend the rules was adopted by a majority of all members of the board that were present and the rule was declared suspended for consideration of said ordinance.

Said ordinance was then read by title and thereafter Trustee Brown moved for final passage of the ordinance, which motion was seconded by Trustee Oldman.  The Chairperson then stated the question “Shall Ordinance #2023-2 be passed and adopted?” Upon roll call vote, the following trustees voted aye:  Grant, Porter, Brown and Oldman.  Nay:  None.  Absent:  Boschult.

The passage and adoption of said ordinance having been concurred in by a majority of all members of the Board of Trustees, the Chairperson declared the ordinance adopted and the Chairperson in the presence of the Board of Trustees signed and approved the ordinance and the clerk attested the passage and approval of the same and affixed her signature thereto.  A true, correct and complete copy of said ordinance is as follows:

AN ORDINANCE OF THE VILLAGE OF WALTHILL, NEBRASKA TO ESTABLISH REVISED ELECTRIC RATES FOR THE VILLAGE OF WALTHILL MUNICIPAL ELECTRIC SYSTEM

BE IT ORDAINED by the Chair and the Village Board of Trustees of Walthill, Nebraska:

SECTION 1:  The Village of Walthill, Nebraska hereby amends the following for the electric rates:

  1. The rates charged by the Village of Walthill for municipal electric services on a monthly basis shall be as follows:
    1. Residential – All seasons $6.00 per month service charge plus 0.1671 for first 100 kwh; 0.1336 for next 500 kwh; 0.0884 for excess
    2. All Electric Residential – Summer $6.00 per month service charge plus 0.1671 for first 100 kwh; 0.1336 for next 500 kwh; 0.0884 for excess
    3. All Electric Residential – Winter $6.00 per month service charge plus 0.1671 for first 100 kwh; 0.1336 for next 500 kwh; 0.0626 for excess
    4. Commercial (Small) – All Seasons $8.00 per month service charge plus 0.1835 for first 500  kwh; 0.1252 for next 2500 kwh; 0.1003 for excess
    5. Schools and Other Public Authorities $12.00 per month service charge plus 0.1835 for first 500 kwh; 0.1501 for next 2500 kwh; 0.1336 for excess

SECTION 2:  This ordinance repeals conflicting ordinances or parts thereof; provides for an effective date; provides that the provisions of this ordinance shall be made a part of the code of the Village of Walthill, and that the sections may be renumbered; provides for the publication of this ordinance in pamphlet form and that this ordinance shall take effect on the March 2023 utility bill after passage, publication, posting and proclamation as otherwise required by law.

The bills were audited and a motion was made by Porter, seconded by Oldman, to approve payment along with acknowledging the $566.78 overage on the Mid-Iowa Street Sweeper Repairs bill where at the January meeting, repairs were approved up to $10,000.00.  Upon roll call vote, the following voted aye:  Grant, Porter, Brown and Oldman.  Nay:  None.  Absent:  Boschult.  Motion carried.

There was no monthly Police Department report.

As there was no further business, a motion was made by Brown, seconded by Oldman to adjourn.
